Benin’s National Fund for Environment and Climate (FNEC) runs a small grants mechanism to promote „Safeguarding local agricultural production and resilience in Benin’s climate vulnerable communities”.

For this, FNEC will select six (06) suitable locally led projects through a public call for proposals. Among those, three projects are already selected. Following their highly successful results during the initial phase of their collaboration with the FNEC from 2021-2024, three non-governmental organisations (NGOs) continue their work. These NGOs are invited to replicate their approaches in municipalities facing similar climate challenges. The first project promotes capacity building for vulnerable communities on resilient agricultural practices, such as soybean and cassava cultivation. The second project works with cattle farmers to promote the protection of natural resources during the seasonal movement of their livestock. The third project empowers local communities to collectively manage, protect, and utilize their forest ecosystems, thereby increasing carbon sequestration. Another three projects will be newly advertised through the Call for Proposals and NGOs are invited to propose activities in the sectors of agriculture, forestry and water resources.

All sub-projects align with the objectives of Benin’s National Adaptation Plan and Nationally Determined Contributions (NDCs). By fostering long-term sustainability and community ownership, these locally led actions can be replicated in other vulnerable communities in Benin. The FNEC complements the IKI funding with 400.000 EUR from their own resources.

Capacity development

IKI Small Grants supports FNEC in developing and strengthening its institutional capacities.

The FNEC aims to position itself as a stronger, finance-ready actor for climate adaptation and biodiversity, able to design bankable projects, track results, and leverage larger international funds. It seeks to consolidate lessons from pilot project activities and scale them through access to major climate finance.

Identified needs and capacity development priorities

  • Funding readiness and project development: Strengthen FNEC’s competencies to fulfil the requirements of major international climate and biodiversity funds (e.g. Adaptation Fund), e.g. results frameworks, safeguards, and budgeting.
  • Results monitoring and learning: Develop an online platform to monitor and evaluate adaptation indicators, enabling systematic tracking of outcomes, evidence-based learning, and transparent reporting to funders and stakeholders.
  • Scaling and resource mobilization: Prepare a fundable concept note that synthesizes achievements from completed projects for submission to international climate funds, with the goal of securing larger-scale financing and sustaining impacts.

Expected effect

  • Improved ability to design compliant, high-quality proposals for Adaptation Fund and other funding sources.
  • Robust M&E infrastructure to demonstrate adaptation results and inform decision-making.
  • A concrete, scalability-focused concept note that leverages proven approaches to mobilize greater resources and sustain project achievements.

About the organisation

The National Fund for Environment and Climate (Fonds National pour l’Environnement et le Climat, FNEC) is a financial instrument under the supervision of the Ministry of Living Environment and Sustainable Development in Benin. The organisation was founded in 2003 and responds to a need to support and finance initiatives related to environmental protection and climate change. The financing mechanism for programs and projects aims at the protection and rational management of the environment, the fight against the harmful effects of climate change and the promotion of a sustainable development in Benin. In early 2025, FNEC has managed to accrue $16 million from the Green Climate Fund and the Adaptation Fund.
